What is a Consortium?


IES C/TPA

As a Consortium/Third Party Administrator (CTPA), IES exists to save lives and improve safety for the general public. IES is a C/TPA that offers a consortia/pool to businesses that are required to perform drug and alcohol testing on their employees. At IES, we are also a collection site with trained, qualified, and certified technicians able to perform drug and alcohol testing. Additionally, we are your CTPA, making it easy for you to follow procedures at the state and federal levels. You will have a full-service drug & alcohol testing plan that will give you peace of mind and make this part of your business worry free. IES's simplified procedure is ideal for anyone who is subject to random drug testing. IES follows strict guidelines set forth by FMCSA Title 49 Part 40 for CTPA and drug and alcohol collection procedures.

IES C/TPA services are listed below.

A Consortium is an association of employers that join together, as a single entity, for the purpose of DOT drug and alcohol testing of its members. The consortium is then managed by the Third Party Administrator(TPA) to maintain DOT compliance. The member companies add their employees to a combined random testing pool. The consortium administrator updates the pool and manages the selection process. They perform tasks as agreed to by the employer to assist in implementing the drug and alcohol testing program and to help keep the employer compliant with the DOT/FMCSA Drug and Alcohol Testing rules and regulations 49 CFR Part 40.

At IES, we are up to date with current federal and state regulations regarding the responsibilities of being a CTPA and will provide guidance to employers regarding files, paperwork, and documentation. IES’s objective is to provide consistent, objective and complete drug and alcohol testing, training, data management and reporting for its Clients. At IES, we agree to provide all services concerning drug and/or alcohol tests required by the Department of Transportation regulations in full compliance with the provisions of 49 CFR Part 40.
